Other good options which are available for free include Joomla and Drupal. MPower Open is a good desktop donation management system which is also available for free, with an option to pay for a support contract.

For CRM, salesforce.com is a recommended market leader which is free for small nonprofits with under 10 users for business management. PHP is recommended as a choice programming language, especially if you outsource web application work.
